Minutes of Parish Council Meeting PPC/MH/141 held on
Tuesday 17th March 2020 at 19.00 hrs in the Village Hall
Councillors David Morgan, Brendan Treanor, Anna Coda, John Burgess and Maria Duggan.
In attendance…. Mark Hearne (Parish Clerk) PC Jeff Rouse, PCSO Fiona Witcher and four residents.
1. Apologies for absence – Robert Metcalfe, Richard Gaze and Johnny Scrimgeour.
2. Declarations of interest & written dispensation requests.
3. Minutes of previous meeting … 18th February 2020
3.1 It was RESOLVED to adopt the minutes as a true record. The minutes were signed by the Chairman.
4. Open session
4.1 West Mercia Police…
4.1.1 PC Rouse advised that there has been no reported crime in the area since the last Parish Council meeting held in February 2020.
4.1.2 There was a brief update on the continuing issue around the Yeomans 0930 hrs bus which now begins its journey from Lewis Way which PC Rouse acknowledged was causing an obstruction to other road users.
4.1.3 PC Rouse highlighted a recent initiative introduced by the National Trading Standards which is designed to protect vulnerable people from scam callers – the website address is www.friendsagainstscams.org.uk.
4.2 Ward Councillor Jennie Hewitt was not present at the meeting.
4.3 Residents’ Issues
4.3.1 A resident reported that a tree has fallen on the bridle path on Stockley Hill. It was RESOLVED that the clerk write to the landowner asking that the tree be removed.

5.2 It was RESOLVED to make the following payments

5.2.2 Clerk’s salary as per employment contract (March & April 2020)
5.2.3 Countrywide Maintenance (March 2020) – £223.99
5.2.4 Countrywide Maintenance (April 2020) – £223.99
5.2.5 Stationery – £62.58
5.2.6 Travel – £10.80
5.2.7 PAYE (February 2020) – £116.80
5.2.8 PAYE (March 2020) – £116.60
5.2.9 HALC – £198.00
6. Covid 19 Epidemic
6.1 Following discussion, it was RESOLVED that the Parish Council will work jointly with the Hub to form a structured and collaborative response to the Covid 19 crisis replicating some of the initiatives put in place by Sutton St Nicholas. It was agreed that the immediate priority of the working group would be to draft and post a leaflet to every household in the parish in order to:
• Identify residents in need of support
• Identify a cohort of volunteers.
It was further RESOLVED that the clerk will organise the printing and distribution of the leaflets and will record the information submitted on all received responses. It was also RESOLVED that the cost of the printing, envelopes and stamps will be met from Parish Council funds.
7. Delegated Powers to the Clerk
7.1 It was RESOLVED to grant the clerk delegated powers in order to facilitate the payment of invoices up to a maximum of £1k.
